Union Budgets have shifted focus from tax changes to expenditure, largely due to the Goods and Services Tax (GST) implementation in 2017. Most indirect tax adjustments now occur via the GST Council, outside the annual Budget presentation. While central excise and customs duties remain under direct ministry control, even excise duty changes are sometimes announced separately. This shift has reduced the traditional excitement and hoarding associated with Budget day tax announcements.
