
The Thane Sessions Court has upheld a lower court's decision to quash over Rs 73.7 lakh in water bills issued by MIDC to Oceana Textile Mills. The court found MIDC's billing arbitrary, citing a failure to follow mandatory procedures under the Water Supply Regulations, 1973. Specifically, MIDC did not test the water meter at a certified laboratory or issue a show-cause notice before revising bills for alleged excessive consumption dating back to 2001.
