A key change from April 1, 2025, prohibits shipping purchases overseas for tax exemption, requiring items to be carried out of Japan. From November 1, 2026, Japan will adopt a refund-based system, where visitors pay the consumption tax upfront and claim it back later, aligning with international practices.
