
The Union Ministry of Environment, Forests and Climate Change has changed its policy, allowing non-coal mining project developers to seek environmental clearance before completing land acquisition. Previously, land acquisition proof was mandatory. Congress leader Jairam Ramesh criticized the move, arguing that a meaningful environmental impact assessment is impossible without full knowledge of the project area and calling it a blow to responsible governance. The ministry stated the change was based on recommendations that consent from landowners not be insisted upon at the time of clearance, noting some projects proceed with phased land acquisition.
