Bihar's Director General of Police (DGP) Vinay Kumar emphasized the need to strengthen Gram Kachaharis, village-level dispute resolution bodies, to enhance rural justice and policing. He highlighted their potential to handle petty offenses, reduce the burden on law enforcement, and improve coordination with elected village arbitrators. Bihar is unique in having this alternative dispute resolution mechanism, which can address civil and criminal cases, and monitor issues like drug abuse and cybercrime involving juveniles by leveraging the close community ties of sarpanches and other village officials.
