The Supreme Court clarified it has not ordered the removal of all stray dogs from streets, but rather that they be managed according to Animal Birth Control Rules. The bench noted dogs can sense fear and may attack those who are scared or have been bitten. It also declined to issue blanket directions on harassment of dog feeders, advising them to file FIRs for law and order issues.
