Russia accused Ukraine of a drone strike on a hotel in occupied southern Ukraine, killing 27 people, including children, and calling it a "terrorist act." Ukrainian officials denied targeting civilians, stating their forces struck only "military targets" at a gathering closed to the public. The hotel is located in Khorly, a Black Sea resort town occupied by Russia since 2022. Ukraine's foreign intelligence also claimed Russia was preparing a "large-scale provocation with human casualties."
