
Finland has enacted stricter rules for permanent residence permits, effective January 8, 2026. The revised Foreigners Act now requires six years of continuous residence, sufficient knowledge of Finnish or Swedish, and a two-year work history, with some exceptions. Shorter residency periods are possible with higher income, advanced degrees, or exceptional language proficiency. Children under 18 may also receive permits if their guardians are citizens or permanent residents.
