
Mufti Noor Ahmad Noor, a senior Taliban official, has arrived in New Delhi to assume charge as Afghanistan's Charge d'Affaires, marking the first such diplomatic appointment since the Taliban takeover. This development follows engagement between India and the Taliban, including the visit of Acting Foreign Minister Amir Khan Mottaqi in October 2025. While India does not officially recognize the Taliban government, bilateral relations, particularly in humanitarian and health sectors, have seen increased engagement. A previous Taliban attempt to appoint an envoy in 2023 was unsuccessful.
