The Himachal Pradesh government has lifted the ban on general transfers for Group C and Group D employees, excluding teaching staff, until March 31. Ministers can approve these transfers within their departments, provided employees have completed a normal three-year tenure and transfers do not exceed three percent of the cadre strength. Employees can apply directly to their departments, with Chief Minister approval required for any exceptions to stay norms. The Comprehensive Guiding Principles of 2013 must be followed.
