Concerns over a missing Project Registration Certificate, required for legal sterilization and medical procedures, have led to an investigation by the Municipal Corporation and the Haryana Animal Husbandry Department. While infrastructure is ready, pending legal permissions and documentation prevent the centre from functioning lawfully, despite a trust being handed management responsibilities.
