
India's states face mounting fiscal stress despite stronger revenue inflows entering FY24, according to the Comptroller and Auditor General of India (CAG). The CAG's 'State Finances 2023-24' report indicates that over half of revenue expenditure is committed to salaries, pensions, interest, and subsidies. This leaves limited fiscal flexibility for investment or absorbing shocks, even with improved collections.
