Starting February 1, manufacturers of chewing tobacco, gutkha, and similar products will be required to install functional CCTV systems covering all packing machines and preserve footage for at least 24 months. They must also disclose machine numbers and capacities to excise authorities. New excise duties will be levied, with chewing and jarda scented tobacco attracting 82% and 91% duty respectively, in addition to the 40% GST. Manufacturers packing goods in pouches are subject to these rules, while others pay duty on assessable value.
