Pan masala manufacturers must register under the health and national security cess law starting February 1, 2026. Separate registrations are required for each factory, with applications submitted via the ACES portal. Manufacturers must declare machine parameters within seven days of registration. Tax officers will verify factories within 90 days. Registration certificates will be effective from the liability commencement date, February 1, 2026.
