The 400-page report claims the accused, Gaganpreet Makkad, deliberately delayed critical assistance by taking the injured to a distant hospital, losing the crucial 'golden hour' for trauma care. The BMW was reportedly traveling at 100-110 kmph in a 50 kmph zone when it crashed and hit Singh's motorcycle. Post-mortem reports indicate the victim was alive for at least 15 minutes after the accident.
