A magisterial inquiry report released on Wednesday revealed that the Goa nightclub where a fire killed 25 people was built on a salt pan and operated without a valid trade license. The report indicated that fireworks were used without proper care and adequate fire safety equipment, leading to the blaze on December 6. Local authorities reportedly took no action to seal the illegally operating establishment.
