
A magisterial probe into the December 6 Goa nightclub fire, which killed 25 people, has identified significant lapses by the local panchayat and several government departments. The probe found the panchayat primarily responsible for allowing the nightclub to operate with an expired trade license since March 2024 and for issuing multiple No Objection Certificates despite complaints about illegal construction and violations in an eco-sensitive zone. The nightclub owners, Saurabh and Gaurav Luthra, are in custody facing charges including culpable homicide.
