
The Punjab and Haryana High Court has directed the Directors General of Police of Punjab, Haryana, and Chandigarh to file detailed affidavits explaining delays and lapses in registering FIRs despite information disclosing cognisable offences. This follows suo motu cognisance taken over complaints, including an alleged assault on a lawyer where the FIR was registered after nearly 15 days. The court emphasized that under Section 154 of the CrPC, police must register FIRs promptly upon receiving such information, citing the Supreme Court's Lalita Kumari judgment, and called for explanations on non-compliance and actions against erring officials.
