
The Punjab and Haryana High Court has directed the Directors-General of Police of Punjab, Haryana, and Chandigarh to file affidavits explaining delays in registering FIRs despite disclosure of cognisable offences. The court took suo motu cognisance following complaints from the High Court Bar Association about non-registration of FIRs, including an alleged assault on a lawyer. Citing Section 154 of the CrPC and the Supreme Court's Lalita Kumari judgment, the court emphasized police duty to register FIRs promptly and criticized pre-registration investigations.
