
The Orissa High Court has ordered the state police and home department to conduct structured training for officers on the constitutional requirement to provide written grounds of arrest to detainees. The directive followed concerns over repeated violations of Article 22(1) of the Constitution and Section 47 of the Bharatiya Nagarik Suraksha Sanhita, which mandate informing arrested persons of their arrest reasons in writing and in a language they understand. Non-compliance may render arrests illegal and entitle accused individuals to bail, as highlighted during a bail hearing for three accused in a 2025 bank robbery case.
