A court has dismissed an appeal by the state tribal development commissioner, upholding a previous order to send a headmaster's case back to the disciplinary authority for a minor punishment. The headmaster was accused of failing to prevent and report a sexual assault at an ashramshala 17 years ago, not of sexual offenses himself. Judges noted he was not responsible for the girls' hostel and that dismissal from service was an excessive penalty for negligence.
