Himachal Pradesh recorded a 45 percent rainfall deficit during the winter season (January–February), receiving 103.2 mm against the normal 187.1 mm, marking the 22nd lowest winter rainfall since 1901. February was notably dry with an 85 percent deficit, while January had a slight 4 percent surplus. All 12 districts experienced below-average rainfall in February, with Kinnaur facing the highest winter deficit at 67 percent.
