India, the world's largest consumer of pulses, imposed the tariff in late 2025 to protect domestic farmers, creating challenges for US producers from Montana and North Dakota. The senators argue that easing these tariffs would benefit both American farmers and Indian consumers amid ongoing stalled bilateral trade negotiations, which have also been affected by US tariffs on Indian goods.
