Jharkhand's government has notified rules under the Panchayats (Extension to Scheduled Areas) Act (PESA), empowering tribal gram sabhas. These rules aim to protect tribal rights over land, water, and forest resources, and restore their governance systems. The Deputy Commissioner will identify traditional gram sabhas and their boundaries. Pre-consent from gram sabhas will be mandatory for land acquisition and rehabilitation, and child labor will be prohibited. The PESA rules will be fully implemented in 13 districts and partially in three others.
