Russia reported that a Ukrainian drone attack on a cafe and hotel in the Moscow-controlled Kherson region killed at least 24 people and injured 50. Vladimir Saldo, the Russia-appointed head of the region, stated that civilians were targeted during New Year celebrations. Ukraine has not commented on the incident.
