
The Second Karnataka Administrative Reforms Commission (KARC) has recommended a One-Time Settlement (OTS) scheme to recover over ₹700 crore in outstanding dues from the Minorities Development Corporation. The commission noted that recovery has been poor for loans disbursed between 2013 and 2019, citing reasons like migration and marriage. KARC also suggested increasing financial aid to private goshalas to manage approximately 35,000 cattle, proposing a per-cattle expense raise from ₹17.50 to ₹40.
