Officers must visit applicants' residences, gather information from neighbors, and avoid summoning applicants to police stations. Applicants will be notified 24 hours in advance. The guidelines prohibit harassment, bribery demands, and unnecessary delays, with divisional deputy commissioners tasked to monitor compliance and submit weekly reports. Non-compliance may lead to disciplinary action.
