
Rajasthan's new Model Regulations for Conservation of Hills in Urban Areas, approved in April 2025, permit activities like farmhouses and resorts in areas with slopes between 8 and 15 degrees. These regulations, which replace 2018 norms, classify hills into three categories, allowing development in Category B zones, including parts of the Aravalli range. The government states these are conservation-compatible, though they differ from the Forest Survey of India's 3-degree slope criteria for Aravallis. Public utility infrastructure is permitted across all zones.
