Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has launched the 'Green to Gold' initiative to legalize and regulate industrial hemp cultivation, aiming for state self-reliance by 2027. The policy seeks to shift the narrative from illicit cannabis trade to a global bio-economy leader, utilizing hemp for medicinal, textile, paper, and biofuel industries. A key regulation mandates THC content below 0.3% to ensure the plant is non-intoxicating. This initiative also aims to address agrarian distress and boost youth employment, with potential annual revenues estimated between Rs 1,000 to Rs 2,000 crore.
