HP High Court Upholds Officiating Vice-Chancellor Appointment, Clarifies Seniority Rule

The Himachal Pradesh High Court has dismissed a petition challenging the appointment of an officiating Vice-Chancellor at CSK Himachal Pradesh Agriculture University. The court ruled that the phrase "amongst the senior faculty members" allows the Chancellor discretion to appoint any senior faculty member, not necessarily the most senior. Justice Sandeep Sharma stated there was no legal infirmity in appointing Dr. Ashok Kumar Panda as officiating V-C. The court also noted that the petitioner's application for regular Vice-Chancellor appointment would be considered independently by a selection committee.
