A special purpose vehicle (SPV) is expected to be formed to implement a project aimed at rejuvenating the heavily polluted Kuzhikandam creek in Eloor. The project, identified in 2011 as a toxic dumping site, will utilize land provided by the Centre. Funding clarity is needed as the National Clean Energy Fund program has lapsed, with a proposed cost-sharing model between polluting industries, the state, and the Centre. The SPV will finalize a detailed project report and tender process.
