
A federal appeals court largely upheld a ruling blocking the Trump administration's broad freeze on trillions of dollars in government financial aid instituted early last year. The 1st U.S. Circuit Court of Appeals sided with Democratic officials from 23 states and D.C., finding that the Office of Management and Budget directed agencies to freeze funds without properly considering recipients' reliance interests. The court affirmed a lower court's injunction against the funding freeze and related agency noncompliance.
