Justices D K Singh and Venkatesh Naik T suggested initiating a fresh project due to extensive litigation, alleged corruption, and bureaucratic interference. While the project proponent has built some peripheral roads and collects tolls, the core objectives of the expressway and satellite townships remain unfulfilled, prompting the court's strong observation that the project has largely remained on paper.
