Kerala High Court Dismisses PIL on Assembly Proceedings Against MLA Mamkootathil

The Kerala High Court dismissed a PIL seeking to direct the state assembly to consider dropping ethics panel proceedings against expelled Congress MLA Rahul Mamkootathil. The petition, filed by advocate Kulathoor Jaisingh, alleged the complaint by CPI(M) MLA D K Murali was politically motivated and challenged the Speaker's referral of the matter to the ethics committee. The court ruled it cannot instruct the Speaker on assembly procedures. Mamkootathil faces investigation in three sexual assault cases and is out on bail.
