
The Comptroller and Auditor General (CAG) has reported a pending submission of 62,632 Utilisation Certificates (UCs) worth Rs 92,132.75 crore for projects in Bihar up to March 31, 2025. This includes 42,474 UCs for 2023-24 and 20,158 for 2024-25. UCs certify that funds released by the state government were used appropriately. The CAG has flagged this issue repeatedly, highlighting risks of financial mismanagement. State officials attribute pending UCs to gaps in financial accountability.
