Government Links Clearance of Unpaid Toll Dues to Vehicle Services Under New Rules

The Indian government has amended the Central Motor Vehicles Rules, 1989, through the Central Motor Vehicles (Second Amendment) Rules, 2026, to strengthen toll fee compliance on National Highways. The amendments introduce a new definition of 'unpaid user fee' and link clearance of pending toll dues to key vehicle services, including No Objection Certificates for ownership transfer, fitness certificate renewals, and national permits. Vehicle owners must disclose unpaid toll dues in updated Form 28. These changes support the upcoming Multi-Lane Free Flow barrier-less tolling system and aim to reduce toll evasion and improve electronic toll collection efficiency.
