Two boats carrying 21 people, including 18 Kyoto high school students on a peace education trip, capsized near Henoko, Okinawa, a site of a controversial US military base relocation. All were rescued, but a 17-year-old female student and the captain of one boat died. Two others were injured with non-life-threatening conditions. The Japan Coast Guard is investigating the cause. Henoko has been a focal point of protests and legal disputes over the US base relocation for nearly 30 years.
