Swaminathan of the Madras High Court suggested allowing five court-named individuals to offer symbolic prayers for 15 minutes at the newly identified deepathoon atop Thirupparankundram hill, respecting an earlier order permitting the Karthigai Deepam lighting there. The state government said it would respond later.
