Mumbai's state urban development department has approved a revised amnesty scheme to regularize buildings constructed before November 17, 2016, that lack an occupation certificate (OC). The scheme now includes buildings occupied before this extended date and waives penalties for using free FSI for habitable purposes if applications are submitted within six months. While hospital and school buildings are eligible, commercial constructions are excluded. The BMC is preparing detailed guidelines for the revised policy and for issuing partial OCs to individual flat owners.
