
The Delhi government has extended its existing duty-based excise policy for hotels, clubs, and restaurants (HCR) for the 2026-27 fiscal year, maintaining the same terms as the 2025-26 policy. Licence fees under the HCR category have been increased by 10%. The current policy has been in place since 2023-24 after the previous reformative policy allowing private retail liquor sales was scrapped amid allegations of irregularities. Officials plan similar extensions for retail liquor shop licences and are preparing a new excise policy focused on quality and transparency.
