
Nineteen government Bills remain pending in the Rajya Sabha, India's permanent upper house, with the oldest dating back to 1992. These include the Constitution (Seventy-ninth Amendment) Bill proposing population control measures and disqualification of MPs or MLAs with more than two children, and the Delhi Rent (Amendment) Bill, 1997, aimed at modernizing rent laws. Other pending Bills cover areas such as seed regulation, migrant workmen employment, and construction workers' laws. Unlike the Lok Sabha, Bills in the Rajya Sabha do not lapse upon dissolution.
