India Links Clearance of Unpaid Toll Dues to Vehicle Ownership and Permit Services

The Indian government has amended the Central Motor Vehicles Rules, 1989, through the Central Motor Vehicles (Second Amendment) Rules, 2026, to link clearance of unpaid toll dues on national highways with key vehicle-related services. Vehicles with pending toll fees will be barred from ownership transfers, inter-state movement, fitness certificate renewals, and obtaining national permits. The amendments introduce a formal definition of 'unpaid user fee' based on electronic toll collection records and update Form 28 to require disclosure of outstanding dues. These changes aim to enhance toll compliance, support the rollout of barrier-less tolling, and improve road safety.
