Prime Minister Modi urged states to enhance manufacturing, improve ease of doing business, and strengthen the services sector to position India as a global services leader and boost food exports. Speaking at the Chief Secretaries conference, he emphasized collective efforts for an Aatmanirbhar Bharat and Viksit Bharat, stressing the importance of quality in governance, delivery, and manufacturing, aiming for 'Made in India' to signify excellence and 'Zero Effect, Zero Defect'.
